The RetireFinder quiz scores 104 retirement cities in 18 countries on ten points: budget, healthcare, care and assisted living, climate, surroundings, English, food hygiene, safety, residency and distance from home. Healthcare, care, safety, English and hygiene use a 1-to-5 rating for each city rather than a national average, because a country is only as good as the place you would actually live. Budget is compared with each city's published monthly cost for one person, scaled for your household with the OECD-modified equivalence scale, so a couple is compared with 1.5 times that cost. Residency follows the official requirements in our visa data, and EU, EEA and Swiss citizens need no visa for Portugal, Spain, Greece, Italy, France, Bulgaria or Hungary.

Your answers decide how much each point counts. A long-term health condition makes healthcare count one and a half times, saying you need no care removes that point, and budget always counts double. The last step lets you mark six topics (living costs, healthcare, safety, residency, climate and distance from home) as very important or less important; that only shifts weight between those six, so marking them all the same changes nothing. Some answers are firm limits: a city whose cheapest realistic cost is more than 10% above your budget, basic hospitals when you need specialists, or a destination outside your home region when you want to stay close keeps a country off your shortlist. For one person on under $1,000 a month, for example, Kampot ($500–$900), Siem Reap ($600–$1,100) and Yogyakarta ($600–$1,100) fit, while Florence ($1,900–$3,000) is marked as above budget.

Instead of naming one winner, the quiz gives you a shortlist. A gap of one or two points between countries is within the precision of any rating model, so the quiz shows the 3 to 5 countries that meet all your firm limits and fit your answers most closely, and lists every other country with the main reason it fits less well. Each shortlisted country shows why it suits you and what to keep in mind, so you can decide on the points that matter to you.

After the last step you see 3 to 5 countries that suit your answers, without percentages. Each card lists up to three reasons the country fits (for example monthly costs within your budget or a city with excellent hospitals) and up to two points to keep in mind, such as the income a retirement visa requires, and up to three best-matching cities with their monthly cost and elevation. A country marked "with compromises" appears only when fewer than three countries meet all your firm limits. The other countries are listed below the shortlist with the main reason they fit less well.
