Each of the 14 countries is then ranked from its three best-matching cities, because a country is only as good as the places you would actually live in it — Chiang Mai at 310 metres has a 15-25°C cool season that a national average for Thailand would hide. Scoring the best three on fixed weights also means a country with more cities in our data gains no advantage from coverage alone. Budget carries double weight, because affording the rent is a hard constraint rather than a preference.
